The menu bar has disappeared from my mac air on Big Sur? Can somebody help me get it back please!

Not in my situation. I simply want to keep the menu so when not in full screen you have to click the greens button. There should be a universal general setting for this. option
does not work ,every application I have has a tool bar that disappears, I have ensured that the easy solution above was applied
tool bars ( menu ) all disappear
