XR Microphone Only Works For Some Apps

My iPhone XR's microphone only works for some apps/usages, but not all. If I use the voice to text through the keyboard, the mic works. If I call someone, the mic does not work. I don't know if it's a hardware issue, or a software issue. I want to do a reset, but I don't know what type to do.

My microphone works for:

Camera app
Voice to Text on the Keyboard

My microphone does not work for:

Snapchat
FaceTime
Phone calls
Voice Memo

I've attached what the sound is like. WARNING: It's loud.
