How can I pair my Apple Watch with my new phone since the activation lock won’t let me do it. My old phone bricked on me and I can’t unpair it to proceed. Can anyone advise?

I tried the suggestion and logged in to my Apple ID on my watch and the only option get when resetting is to reset the clock face. The activation lock still keeps me from being to able to do a full reset and the pair. Any other suggestions?
To remove Activation lock and erase watch;
On a computer, go to iCloud.com and sign in with your Apple ID.
Go to Find Iphone.
Select All Devices, then click your Apple Watch.
Click Erase Apple Watch.
Select Next until the device is erased.
Click the remove button next to your Apple Watch.
My lasT phone bricked on me and my replacement phone can’t pair with the watch now because of the activation lock. I can’t unpair it from the phone that crashed.
