This is Firmware Lock, or EFI Lock. In this case, you need help from the original owner. You cannot do anything until you get this password that it is prompting you for.
Here is what Apple says "If you can't remember your firmware password, schedule an in-person service appointment with an Apple Store or Apple Authorized Service Provider. Bring your Mac to the appointment, and bring your original receipt or invoice as proof of purchase."
However, Apple's advice may not work as you are not the original owner, and therefore, most likely do not have the original receipt. My best advice to give you is try to contact the original owner, then contact Apple Support directly using this link: https://www.apple.com/contact/

Unfortunately, it sounds like you got scammed. It is impossible that this is brand new. Brand new Macs can't have this lock. Try contacting the original owner, but they may be scammers. You can try talking to Apple Support on the phone, https://www.apple.com/contact/, but you may have to file a claim with Facebook.

There are several types of "lock" icons you can see on your iMac.
Does the lock icon have a black background? Or does it have a wallpaper behind it? Finally, is there a name of a person on the lock screen?
