Tracking and Personalized ads

Hello, I have a question on how to enable tracking when my iPhone won't allow me. In the image below, the option to enable it is grey. I can't even turn it on

Cant turn on tracking I tried to turn on tracking but it didnt let me it was greyed out, i did some googling and it said to try turning on personalised ads. I tried that too and again it was greyed out. Can you help me please?

Limit ad tracking option greyed out? I would like to limit ad tracking on my phone, but the option in settings is greyed out and unable to be selected. Why is this? What can be done to remedy it?
