[FILENAME] is damaged and can’t be opened. You should move it to the Bin.

Today suddenly MacOS started to show me this message "[FILENAME] is damaged and can’t be opened. You should move it to the Bin." for files those did not have any issues yesterday.

I have tried to download and reinstall software used for these files, but even for software distributive file was that message (see screenshot)

I found below workaround in the internet

execute in terminal

xattr -d -r com.apple.quarantine <FILENAME>

But I'm interested in permanent fix for this issue.

Does anyone know about permanent solution?
