Cannot remove an app from my iPad used to be easy

If you are experiencing difficulties with removing an App from your iPad, you may need to check your ScreenTime permissions:

Settings > Screen Time > Content & Privacy Restrictions > iTunes & App Store Purchases > Deleting Apps - ensure that this permission is set to Allow

Thank you for this answer. I’m not sure how it got changed but I checked and this is what was causing my issue of not being able to delete an app!
