Why can't I delete an app from the app library?

I'm cleaning up apps I don't use any more. I can easily delete them from my home screen with no issue. When I go to the app library to permanently delete them from my phone I'm not able to. I click on the app until the options appear. In all the articles I've read they tell me that the delete app will appear as an option. That doesn't happen with any of mine. For example, when trying to delete Yelp from the app library my choices that pop up are, Share app, add to home screen, activity, add photo or video and check in. There is no option to delete app. This applies to any app in the library I'm trying to delete.


Why is this and how can I delete apps from my library.

Turn off screen time.
