Try removing all restrictions, restart, and then see if you can sign out.

How do I turn off Game Center on iPhone? Apple has done it again. I don’t want to use Game Center. I will NEVER use Game Center. I play two games on my iPad. Have you checked Settings/Screen Time for any restrictions?
