I was trying to update the current iOS version (14.2) on my iPhone XS to 14.4 using my MAC but I receive the following error:
The iPhone “XXXX” could not be updated. Declined to authorize this image on this device for this user.
I've received this error when trying to restore the IOS as well.
I haven't experienced such issues before
Could anyone assist please?

When I turned the VPN off, I could update wirelessly

Did you backup to the mac first?
Then try updating on Wifi using Settings, General, Software updates

Yes, there is a recent backup of the iphone.
I'd tried to update the iphone wirelessly before trying to do that through the MAC, but it failed saying the iphone wasn't connected to internet (which was not true as the iphone was connected to WiFi and all the applications were running smoothly w/o any cellular data consumption).
