Cut and paste issue iPhone 12 mini iOS 14.1

Cut and paste issue iPhone 12 mini iOS 14.1. Using notes (and other text apps,) If I highlight more than five lines of text (I’m not sure if it’s the number of characters or the number of lines) I do not get the “cut, copy, paste”, etc. pop up menu. This occurs when I highlight six lines or more. If I back it up to only 5 lines, I get the menu. It’s fairly consistent. Anyone else having this issue?
