why won't my Mac update if I bought enough storage?

My Mac book won't update. It keeps telling me I don't have enough disk space, even though ive backed everything in iCloud and bought 2T of storage

It is telling you that you do not have sufficient storage on your internal startup drive. An operating system update/upgrade has absolutely nothing to do with default or purchased iCloud Storage.

If you are updating further to a minor version of Catalina (10.15.n) you will still need available storage on your startup drive. If upgrading to Big Sur 11.1, you will need a minimum of 35.5 GB of available storage beforehand. Click once on your startup drive on your Desktop (e.g. Macintosh HD), and press option+command+i to bring up the information panel. What does the Available entry show for storage?

You can select the menu > About This Mac > Storage panel, and click Manage… On the Manage panel, select the Review Files button in the Reduce Clutter section. This will provide you a size descending list of files that may help you free up storage, so you can proceed with the update/upgrade process.
