No photos show in users and groups

I reset my MacBook Air to factory settings and I'm trying to redo a few things. I want to change my photo when logging into my Mac but when I go to users and groups to change in it says there are no photos. Default photos show up just not my personal ones. My photos have reloaded on the photo app so I don't know why they aren't showing up in users and groups. Please help thx.

In Photos preferences, check that your library is set as the System library. If the button is grayed out there, then it is already set.


You can drag a photo onto the user picture, too. Don’t click on Edit, just drag an image file onto it.
