I have purchased iTunes Match, but it is not uploading my albums from the discs I am burning. My new playlists are also not synchronizing across devices.

See Identify cloud status icons in your music library on your Mac or PC - Apple Support. Playlists that contain ineligible content are excluded from your iCloud Music Library.
