Can't enable personalized Ads - IOS 14 iphone

I don't have the ability to turn on Personalized Ads in the Privacy > Apple Advertising, nor turn on tracking, i would not normally care but that caused Tapjoy and some other Offer Walls in-apps or surveys to no longer appear and it only shows "No Offers Found" were usually i would have at least 10-11 Ads, I tried to rest my iphone but that did not help either, and this my personal phone it is not related to any community, therefore how can i get it to turn back on again?

Try and turn OFF Screen Time Restrictions and then enable personalized Ads. You can then go back and set Screen Time Restrictions to ON.
