Hey I am seeking support my question is that when I open the personalized ads setting on my iPad it does not allow me to turn it on it just stays gray I tried looking for solutions online but I did not find any please help!

You have to allow changes for Apple advertising, to do that go to Settings > screen time > Contact & privacy restrictions > Apple Advertising-Allow.
