iPhone stuck on emergency page

My husbands iPhone is locked on the medical ID page. I tried the volume up and down but no slide appears

Press and quickly release Volume UP
Press and quickly release Volume DOWN
Hold the SIDE button until an Apple logo appears (15-30 seconds).

Power off screen i went to power off my iphone and it is now stuck on the screen that has options to power off sos or medical id and i dont know how to get off of that.

iPhone Damage Hi there My grandfathers phone is no longer working and the screen is black and glitches green on the top corner. Would apple be able to fix this issue and how much would it cost? I believe this happened because he was putting a lot hand sanitizer on the phone each day when coming back from outside.
