iPhone stuck on emergency page

My husbands iPhone is locked on the medical ID page. I tried the volume up and down but no slide appears

  • Press and quickly release Volume UP
  • Press and quickly release Volume DOWN
  • Hold the SIDE button until an Apple logo appears (15-30 seconds).
