iPhone Damage

Hi there

My grandfathers phone is no longer working and the screen is black and glitches green on the top corner.

Would apple be able to fix this issue and how much would it cost?

I believe this happened because he was putting a lot hand sanitizer on the phone each day when coming back from outside.
