I have an iPad and when I click Screen record it says “Not available
when airplay, CarPlay, restrictions, or when screen mirroring is active”. I have completely disabled Screen Time restrictions, and I am not using AirPlay or CarPlay, or screen mirroring. Help!

There is a specific restriction about screen recording in:
Settings>ScreenTime>Content&Privacy restrictions>Content restriction>Game Center... 3rd option "Screen Recording" must be set to Allow.
When done, restart your iPad

Disregard - I discovered that my device was "Managed" by my organization, and screen capture was disabled. When we changed that setting in the management system, screen recording worked normally. Hopefully this is helpful to someone.

I had disabled screen time based on another post on this site, which didn't resolve my issue.
So I tried your settings, with screen time back on, and all options are "Allow', but unfortunately it still gives me that same error.
