I would like to connect my IPhone 11 to my HP Envy lap top so that I can watch Netflix on a bigger screen as I have unlimited data and only 4G. Is this possible?

You can if supported by your carrier, connect the HP Envy to the iPhone via Personal Hotspot like you would to a regular Wi-Fi network and use thew iPhone's 4G connection to stream Netflix on the Envy. Windows will just see the iPhone as a Wi-Fi network it can use.

Do note, that carriers may throttle your 4G connection if that usage is against their policies however.
