Using iPhone as a camera only

I am looking to get my grandson set up with a digital camera but his parents do not want him to have a cell phone. He and I are doing photo projects together weekly and it would be good if he had all the same tools I have. (I'm using an iPhone and Snapseed which is compatible.) Would it work to get him a rebuilt iPhone without the SIM card? I'm not sure I understand what the SIM card does. Thanks

Get him an iPod Touch→https://www.apple.com/ipod-touch/. It’s essentially an iPhone without the phone.


Or an iPad Mini→https://www.apple.com/ipad-mini/


You can also get an iPhone, but it will need a SIM to activate it. Once activated you can remove the SIM. The SIM card contains the information needed to assign a phone number and connect to the cellular network.
