My carrier says only Apple can unlock phones purchased from them. Is this true?

I purchased two phones from Apple and my carrier is Consumer Cellular. CC says only Apple can unlock the phones to change carriers. How do I make this happen?

Only the current carrier can remove their sim lock.

Ask them. Apple can't.
