Unable to merge separate iCloud accounts completely

Trying to merge Keychain from one iCloud to another. In System Preferences after signed into current account a window pops asking for approval from other devices. Nothing comes up on Mac Pro or other devices. I have two-factor authentication turned on with text messaging. Hope to keep both accounts active on other devices. What am I doing wrong?

When I logged on, I see my new iMac in the list of My Devices so I'm not sure what the problem is? Please note: Not "two step" - "two factor" OS is Yosemite I used to have two apple devices and now i sold one and have only one. I have removed the old devices from the "devices" option in my account. Yet to login to my icolud account on my Mac, the two factor verification pops up, without any alternative option such as SMS or call or email. This is bad as i cant use icould functions anymore in my Mac.

not able anymore to add 2FA on Apple ID after erasing & reinstalled macOS 12.4 was working flawlessly before fully resetting my Macbook with a fresh setup without restoring any Time Machine backup during the setup, i was able to sign on my Apple ID but when done & looking at the settings in iCloud my keychain was off, & cannot turn it on same with Messages app, n ot able to sign in Apple ID because not able to add 2FA same issue now on my iphone with Keychain, cannot activate the feature

All attempts were unsuccessful. Is there a way to manually import the previous Keychain files in the current account?
