My iPhone 11 keeps getting stuck in call forwarding

My iPhone 11will not receive calls. When I got to settings my call forwarding icon is spinning although I have never forwarded my calls. I have been back and forth with my carrier and my phone is still stuck. I’ve reset my phone several times and reset my network. I’ve dialed *720 but it is still not receiving calls
