How do i upgrade from Yosemite OS X 10.10.5 to El Capitan OS X 10.11.4 which appears necessary to talk in iTunes to my new iPhone 11. When i do the download it says it can't because i am not a minimum 10.11?

According to this Site this machine can UpGRADE all the way to Catalina 10.15.x. Now, the issue being experienced may be because what was downloaded was Not the Full Installer of El Capitan. The do so requires going to the Apple Site HERE and choosing the El Capitan to download. Be sure to Only us Safari as FF / Chrome will not work.
Please perform a Time Machine Backup before attempting

Please be sure, The Full Installer I just now downloaded for that same link provided was 6.2 GB in size. It would download and one must open the file and within the file is a PKG file. Open that PKG file and it will install a New Application in Applications folder called Install El Capitan. That is the file used to Install El Capitan.
