Music off loading

I’ve been looking up information and my head aches from not finding any answer. I do not have MUSIC OPTIMIZATION/ Storage optimization toggle switch anywhere in my settings. I have seen some answers that say well if you subscribe to Apple Music but I do not. I buy my music from different sources and I then load them into the cloud and then I download them into the apps i I use to mix the music with. But but then the next day when I go to play the same song or to rehearse or practice I have to than re-downloaded I have to re-download hundreds of songs every time it’s so time-consuming and tedious it’s annoying and I have had zero luck in getting this resolved.
