The Apple TV app on your LG smart TV doesn’t allow installing apps in itself.

Apple TV (tvOS) apps can be installed on an Apple TV set-top box of 4th generation or later.

HBO has its own set of supported devices. Its listing doesn’t include LG at this time. You may need to get an external device on which to load the HBO Max app. Which devices work with HBO Max? - HBO Max Help Center
