We understand from your comments that you're unable to sign into your Apple ID in your primary Admin user account on the MacBook Air. You've set up another Admin user, and you can sign in there, but you need to link the Apple ID in your primary Admin user on the Mac.
You've done great troubleshooting to isolate the issue to your primary user account. Based on what you've shared, there is clearly something blocking you from signing in when you're logged into your primary user account. We recommend these steps to further isolate the root cause and get this resolved.
- Start up your MacBook Air in safe mode, and try to sign into your Apple ID. Safe mode disables non-essential software, including login items, which may be preventing you primary account from allowing you to sign in.
