How do I report a scam for tickets that I did not oreceive , for payments through Apple pay?

If you mean with a credit or debit card from the Wallet file a fraud complaint with the issuer.

To file a fraud complaint with Apple Pay Cash open the Wallet, tap on Apple Cash, then the 3 dot icon, and Contact Apple Support.

Also contact the police and file a report.
