ios 14.4 issue on ipad Air 2. All apps open to blank screen. not white, but the apps logo startup.

I just updated my ipad air 2 to ios14.4 on the first day it came out. Since that time I have had a reoccurring issue. I only use this ipad when I work out. so its off until needed daily. Since the update, when I turn it on, everything looks normal. but, every single app opens to a blank screen. whatever the startup page is for that app . it stays on that screen forever.

Plex. gives me the "<" chevron logo. just stays there. never opens

The settings app. Opens to the split grey/black screen showing the divider white lines. never shows any text. I cannot do anything

Ebay opens to and EBAY logo on the screen. never opens

and so on. nothing ever happens. I can close all the apps by swipping etc, but cannot use any app at all.

Swipe down to get to the wifi, BT and airplane mode screen is literally the ONLY thing accessible

What I have tested.

1. blanked it as a new device. twice. reinstalled apps from backup. no change. same issue
2. blanked it as new. no install of backup. i no change. same issue
3. sometimes (1 out of every 5 restarts). it works. for that (1) session only. if I shut it off . problem comes back.
4. I have tried the Airplane Mode for 1 minute. (this works 1 out of 3 times). for that (1) session only. if I shut it off. problem comes back.
5. if I dont shut the ipad off, its 50/50. half the time it works, 1/2 the time I have to reboot or airplane mode it.

the ipad worked 100% fine up to 14.2. I dont recall if I ever had 14.3. I have no idea what to do as I have googled this and I dont see anyone having had this issue. I am not having the issue of a white screen that appears to be common
