Screen Time does not limit private browsing

If I set a time limit for a specific website in Screen Time, then visit that website in private browsing mode in Safari, Screen Time does not limit the amount of time spent on the site.


Exiting private browsing mode and visiting the same site, does enable Screen Time to limit access to the site.


Is this by design?


Searching other posts found some instances of people reporting the opposite - I.e. that Screen Time logs private browsing even if users don’t want it to.


I’m using an iPad Mini 5 with iPadOS 14.4.

Strangely, if I Set up a Screen Time limit on the Tumblr app, then navigate to the Tumblr website (not the app) in Private Browsing, the Screen Time limit does apply.


So this behaviour is different to Screen Time limits applied directly to websites when those sites are used in Private Browsing mode.


Any ideas?
