Screen time across ALL devices.

How can I set a time limit for Safari? When you go in settings, Safari isn't listed in the apps you can set a limit for, but when I set the screen time, its included int he apps that can't be used. And even though I can't set any type of limit, it continues to ask me if I want to ignore the time set, even after I've clicked ignore the limit several times.
