i can’t download any apps

i can’t download any apps i put in my password and then it takes me to “manage payments” i try to remove the old credit card and it says “ unable to remove” “there is an active subscription on this account that requires at least one payment file” even though i don’t have a active subscription on anything

iPhone 12, iOS 14
