Developer mode/settings

I am a student studying computing and I am currently trying to build a google cardboard app to my iPhone for testing. When looking up how to do so online all the instructions say I must turn on developer mode. I have the developer settings showing on my phone, but am not sure if this means that the developer setting is "turned on".
