Can my iMac make a phone call without an iPhone?
I only have an iMac. Is it possible to use it to make phone calls? All the instructions I see include linking to an iPhone, which I don't have.

I use Skype all the time calling family who do not have Skype: I make Skype calls to landlines or cell phones. I do not have a monthly plan, it is simply through their app on my computer or iPad.
And no, you cannot email.

You buy the "credit" and make calls using the app; the call will be deducted from your credit. Most of my international calls are 2.3 cents per minute.
although using zoom, depending on THEIR carrier, the recipient may or may not incur data charges using Skype on the galaxy.
Yes. That would be perfect. Nothing more is needed.
Just out of curiosity:
You obviously have an internet connection, so your ISP offers an email address. And, any online email provider will allow you to open an account and you get an email address.
So, why are you wanting other software (Skype or whatever) to send an email when you can send emails free of charge already?
Of course I can email. I've already said I have an email address.
What I want is to speak to the other person instead of typing. As mentioned above I can't do it with Facetime because the other person doesn't have a Mac.
