I’m trying to open a sound file from iCloud which is under 4mb size but I’m getting the message volume data is out of space but when I check I’ve got at least 100 gig of empty space, I have been having other small problems with iCloud also, is there a problem with it? My phone is an iPhone 12 Pro Max 256 GB

To get stared, let's try to restart your iPhone:
If the issue persists, go to: Settings > [Your name] > iCloud > iCloud Drive. Turn it off, then turn it back on.

Are you having issues backing up to iCloud, or on your computer? What happens when you try? Are you getting any errors? If so, please specify.

I can’t tell you if this would have worked as it seems to have resolved itself, I wouldn’t have been able to back up my phone though as it wasn’t letting me do that either
