Asking permission on family sharing isn’t working
I tried everything and it’s still not working. The problem started when we added another device. Suggestions?

Aarrgghh, I'm having the same problem.
The Apple Support article is useless. My child is trying to choose apps and the notifications are not coming through.
If I disable the requirement to ask for permission, then it works instantly ... feels like a deliberate move for Apple to increase revenue. I'm starting to get frustrated with Apple :-(

Yes, tried all that. Everything seems to be configured correctly.
