You never clearly state what exact Mac is this— obviously not new enough to run the Big Sur as you indicate...
Older macOS can be had—including the macOS 10.14.6 / macOS 10.15.7
If you can run Mojave you can run Catalina, you do not need to stair step up.
I will add— With the release of macOS 10.15 Catalina, applications will have to be 64-bit. App developers will issue updated apps if they want their apps to work on these newer macOS upgrade
