Is there a way to enable location services through either iTunes or iCloud since my phone is lost and there is no way for me to physically enable the location services from my actually iPhone!

No, that needs to be enabled before losing your phone, you will need to physically find it.
Have you tried to log into iCloud.com/Find My Phone using a computer browser to see if you can find the phone?
