Screen Time bug Apple ID

I have an iphone 12 pro max (IOS 14.4) I create the family share with my children and my wife. Cannot activate from my iphone 12 pro max screen time on my son's ipad. My wife also has an iphone 12 pro max (IOS 14.4) and she can activate iPad screen time from her iphone without any problem!

I spent hours with the Apple hotline, we reset the network settings, we disconnected all the icloud accounts then reconnected, I was asked to restore my iphone but without success!

For info from my Imac it's the same problem impossible with my apple id to activate screen time on one of the ipad!

For me it's my apple ID that's causing a bug, or do you have any idea?

FYI a year ago (with an iphone 11 pro max) I already had this problem the first time I wanted to use screen time with the inability to activate it on my son's iPad since the Iphone. So it's not an update problem

For info in screen time (I am an administrator), my wife (parent / guardian). And my kids are under 13
