When setting up new iPad - inadvertently synced it with iPhone not iPad mini, so not everything transferred. Can I hit Reset and start again?

Yes, you can always go back and erase your iPad and start the setup process anew. Follow the steps in this article: Restore your iPhone, iPad, or iPod to factory settings - Apple Support

Yes, you can reset and start again.

If the donor iPad, from which you are transferring your data precedes iOS12.4, QuickStart will not be available.
