iPhone Storage

It appears that the error that you are getting states that your iPhone is full. This means that the error is only referring to the iPhone and not to iCloud. Since iCloud storage is not an extension of the storage space available on your iPhone, it is irrelevant to the error that you are seeing.

How were you able to conclude that your iPhone is using 51.6GB of its total capacity of 64GB? I want to make sure that you have accounted for the system files and the "other" category files. Can you double check something?:

Open Settings ➔ General ➔ iPhone Storage : How much used space out of your available storage space?
