Was trying to install Bitdefender, and could not access Security an Privacy in System Preferences. This coincides with other buggy behavior: Books quitting on opening and Antidote 10 (French/English language program), repeatedly asking me to specify preferences at opening.

Is the " Security & Privacy " in System Preferences not opening at all ? Or, is one attempting from within the Security & Privacy to make changes. Please see screen shot and note : the PadLock lower Left. It must be clicked and prompted for computer password to unlock. Only then can changes be affected.
Have read elsewhere doing a SMC Reset may resolve the issue
Good thing one could Not install this %$$# Software. AntiVirus, Disk Cleaner, Optimizers etc are totally not required and can cause havoc and interfere with the Normal Operation of the OS. They can even corrupt the OS to the point of having to Wipe and Re-Install from a blank SSD / HD

Thanks - I tried to set up a new user and it failed at the step of asking me for Siri preferences.
Btw, other buggy behavior: TV quits, Books quits, Music cannot load library, and the search function in email is not working - if those are helpful clues.
FYI - also getting Music library can’t load error.
