I transferred my icloud backed up data from my old to my new iPad. Many of the apps are dark and say Waiting... under them. It’s been over 12 hours and no change....I understand about they were not included in my iCloud backed apps. But do I remove them and then reinstall? Thanks

They are downloading and possibly updating. It can take a many hours to complete.
You can't delete them until they finish downloading and by that time you will not want to delete them.
Part 2. I went ahead and removed an app, went to App Store and brought up the app and it shows the cloud with downward pointing arrow...tapped on it and it circled round and came back to cloud with downward pointing arrow..I’m thinking it might be my internet speed is slowing down the apps being updated on the new iPad.
