this doesn't make sense. my issue is that i cannot use my phone, how am i supposed to see my serial number in settings if it's frozen?

my phone is frozen on the powering on screen. it wasn't opening any apps so i turned it all the way off and then turned it back on but it's not moving past the black screen with the white apple. i have tried the volume up, volume down, power off, trick but it didn't work this time. what do i do? i also tried plugging it in which didn't work.
