How do I make the screen fit the display, the scroll bar is off above the screen.

Are you using a TV as a display? Some TVs overscan. Look for a picture size setting on the TV, such as 100%, Pixel-to-Pixel, Full Size ...
If you can't fix it on the TV, look for Underscan in Displays system preference on the Mac.
