I have only two photos on my phone after deleting most. But my phone still registers 2.5 Gb as data stored under photos. Turning off/on doesn’t clear and I can’t find any empty trash or clear cache function to eliminate this ghost of data past.

We understand that you only have 2 photos remaining after deleting the rest to clear space on your iPhone. If you have deleted photos, but haven't deleted the photos from the Recently Deleted album, then you could very well be having space still occupied. You can take a look at the following support article to delete photos on your iPhone. Specifically this section:
"Delete photos permanently
If you want to permanently delete your photos or videos, you can remove them from the Recently Deleted album. When you delete a photo from this album, you can't get it back. Here's how to delete photos permanently:
