If this is off the apps can track me?

That setting is exactly what it states. If it is set to ON then an app can track your activities not only with its own use but also activities across other apps. If set to ON then apps will ask you for your permission to track across other apps. You can deny it. If set to OFF (like you have) then apps will not ask you whether it can track activities across other apps and therefore will only track activities on that one app.

As mentioned in your picture, even if the switch is set to OFF, an app can still track your activity when you use that particular app but not across other apps.
