All my stored passwords disappeared - why did this happen and can they be restored?

Verify that Keychain is enabled for both your iPad and iPhone:
Settings > [Your Name / AppleID] > Keychain > iCloud Keychain - set to ON

Now, for clarity, from where are you failing to see your Passwords? Would your Passwords be missing from iPad Settings - or from within an App, or perhaps a problem with Password Auto Fill?
passwords are active on my iPhone - but gone from IPad - can I move them somehow?
